Are you running CA Internet Security? If so, thats your problem.

Want a fix? - No, I am not going to sell you anything, just open your CA Security Center (click on the 'shield' logo bottom right), Open the 'advanced settings' on your CA Personal Forewall, click on the 'Privacy' icon (left) then on the 'manage sites' button at the top. Click the small '+add' link at the top, then enter the website URL that you are having trouble with. Don't add the http://. Close the CA Security Center down and re-visit your website.
